THE BASE LINE IS LOCATED ABOUT 3/4 MILE EAST OF THE EAU CLAIRE AIRPORT AND IN THE NORTH EDGE OF EAU CLAIRE.
TO REACH THE BASE LINE FROM THE JUNCTION OF U.S. HIGHWAY 53 AND STATE HIGHWAY 124, WHICH IS ABOUT 2 MILES NORTH OF EAU CLAIRE, GO SOUTH ON U.S. HIGHWAY 53 FOR 1.9 MILES TO EAST MELBY STREET. TURN RIGHT AND GO SOUTHWEST ON EAST MELBY STREET FOR 0.1 MILE, CROSSING RAILROAD TRACKS TO ANDERSON DRIVE ON THE LEFT. TURN LEFT AND GO SOUTH ON ANDERSON DRIVE FOR 0.5 MILE TO THE 0 METER POINT ON THE LEFT JUST BEFORE REACHING DELBERT ROAD.
THE 0 METER POINT IS 53 FEET EAST OF THE CENTER OF ANDERSON DRIVE, 47 FEET SOUTH OF THE WEST ONE OF TWO POWER POLES, 6.5 FEET WEST OF A WITNESS POST AND IS LOCATED IN THE CENTER OF THE POWER COMPANY RIGHT-OF-WAY.
ALL THE MARKS ARE WISCONSIN DEPARTMENT OF TRANSPORTATION DISKS SET IN THE TOP OF ROUND CONCRETE MONUMENTS ABOUT 1 FOOT BELOW GROUND SURFACE. ALL THE POINTS ARE MARKED BY WITNESS POSTS ABOUT 6 FEET WEST OF THE MARKS. THE BASE LINE IS A NORTH-SOUTH LINE WITH THE 0 METER POINT ON THE SOUTH END. IT CONSISTS OF THE 0, 150, 800, AND 1400 METER POINTS. THERE ARE DISKS SET AT 100 FEET NORTH OF THE 0 METER POINT AND 100 FEET NORTH OF THE 1400 METER POINT. THESE POINTS WERE TRAVERSED TO WITH 30 METER TAPES BUT WERE NOT USED AS PART OF THE BASE LINE.

THE BASE LINE IS LOCATED ABOUT 7.0 KM (4.3 MI) NORTH-NORTHWEST OF ALTOONA, 6.5 KM (4.0 MI) NORTH-NORTHEAST OF EAU CLAIRE, AND 2.0 KM (1.2 MI) EAST OF THE EAU CLAIRE COUNTY AIRPORT, JUST NORTH OF THE EAU CLAIRE/CHIPPEWA COUNTY LINE IN HALLIE TOWNSHIP. THE BASE LINE RUNS ALONG AND IS APPROXIMATELY PARALLEL WITH THE CHICAGO AND NORTHWESTERN RAILWAY LINE.
THE BASE LINE IS A NORTHEAST-SOUTHWEST LINE WITH THE 0-METER POINT ON THE SOUTHWEST END. IT CONSISTS OF THE 0, 150, 800, AND 1400 METER POINTS.

THE BASE LINE IS LOCATED ABOUT 2 MILES SOUTH OF GREEN BAY, ON THE NORTH EDGE OF DEPERE, ALONG U.S. HIGHWAY 41 AND ON THE GROUNDS OF THE PUBLIC SERVICE COMPANY.
TO REACH THE BASE LINE FROM THE JUNCTION OF U.S. HIGHWAY BUSINESS 41 (SOUTH ASHLAND AVENUE) AND STATE HIGHWAY 32, ON THE SOUTH EDGE OF GREEN BAY, GO SOUTH ON U.S. HIGHWAY 41 FOR 2.35 MILES TO BAETEN ROAD. TURN RIGHT ON BAETEN ROAD, THEN RIGHT AGAIN ON A SERVICE ROAD THAT PARALLELS U.S. HIGHWAY 41. GO NORTH ON THE SERVICE ROAD FOR 0.05 MILE TO A DRIVEWAY ON THE LEFT LEADING TO THE PUBLIC SERVICE OFFICE BUILDING AND THE 0 METER POINT IN THE NORTHWEST ANGLE OF THE INTERSECTION AS DESCRIBED.
THE 0 METER POINT IS 125 FEET WEST OF THE CENTER OF THE SOUTH BOUND LANE OF U.S. HIGHWAY 41, 50 FEET NORTH OF THE CENTER OF THE DRIVEWAY AND 18 FEET WEST OF THE CENTER OF THE SERVICE ROAD.

THE BASE LINE CONSISTS OF THE 0, 150, 800, AND 1200 METER POINTS. IT IS A NORTH-SOUTH LINE WITH THE 0 METER POINT ON THE SOUTH END. A DISK IS SET AT THE 50 METER POINT BUT WAS NOT USED AS PART OF THE BASE LINE.

THE BASE LINE IS LOCATED ABOUT TWO MILES SOUTH OF GREEN BAY, ON THE NORTH EDGE OF DEPERE, AND ALONG THE WEST SIDE OF BUSINESS HIGHWAY 41. THE BASE LINE IS A NORTH-SOUTH LINE WITH THE 0-METER POINT ON THE SOUTH END. IT CONSISTS OF THE 0, 50, 150, 800, AND 1200-METER POINTS WITH A 100-FOOT POINT SET ON LINE, NORTH OF THE 0-METER POINT. ALL OF THE MARKS ARE WISCONSIN DEPARTMENT OF TRANSPORTATION DISKS SET IN THE TOP OF ROUND CONCRETE MONUMENTS 5.5 FEET DEEP AND FLUSH WITH THE SURFACE OF THE GROUND. THE DISKS ARE PLAIN WITH NO STAMPING AND HAVE A CROSS OR DIMPLE ON THEM FOR THE PLUMB POINT.
THIS CBL IS NO LONGER USABLE. THE 0-METER POINT HAS BEEN DESTROYED, AND LINE-OF-SIGHT IS NO LONGER POSSIBLE DUE TO SIGNS, MAIL BOXES, ETC. IT ALSO CROSSES APPROXIMATELY FIFTEEN ASPHALT ROADS, TURN-OUTS, ETC.
CONTACTED THE BROWN COUNTY SURVEYORS OFFICE. THEY HAVE HAD PROBLEMS WITH THIS BASE LINE, AND HAVE KNOWN IT WAS NO LONGER USABLE FOR THE LAST TWO YEARS. THEY WANTED THE CBL TEAM TO VISIT THE SITE TO AFFIRM THIS FACT. WE ARE IN AGREEMENT, THAT SINCE THE 0-METER POINT IS DESTROYED (SEE PHOTOS), AND NONE OF THE OTHER MARKS ARE STAMPED, WE WILL NOT "RECOVER" ANY OF THE MARKS PERTAINING TO THIS CBL.
WE ACCOMPANIED THE BROWN COUNTY SURVEY PERSONNEL TO A PROPOSED SITE FOR A NEW CBL. WE REJECTED IT BECAUSE IT CROSSED AN ASPHALT DRIVEWAY. WE DID, HOWEVER, FIND A PLACE ON THE OTHER SIDE OF THE COUNTY ROAD, WHICH IS SUITABLE FOR THE NEW SITE. THEY HAVE BEEN LOOKING FOR A SITE FOR QUITE SOME TIME. THEY CAN NOW PROCEED TO GET THEIR NEW CBL IN THE "PROCESS", AND WILL GET IN TOUCH WITH JEANNIE QUINN.

HIGHWAY 63 FOR 2.1 MILES TO THE 0 METER POINT ON THE RIGHT AS DESCRIBED.
THE 0 METER POINT IS A PLAIN BRONZE DISK SET IN THE TOP OF A ROUND CONCRETE MONUMENT FLUSH WITH THE GROUND. IT HAS BEEN STAMPED,
WISCONSIN STATE HIGHWAY DEPARTMENT, AROUND THE PERIMETER OF THE DISK. IT IS 58 FEET SOUTH OF THE CENTER OF RISBERG ROAD, 46.5 FEET
WEST OF THE WEST RAIL OF A RAILROAD TRACKS, 32.1 FEET EAST OF THE CENTER OF U.S. HIGHWAY 63 AND 3.2 FEET EAST OF A METAL WITNESS

CONTINUE SOUTH ON U.S. HIGHWAY 51 FOR 1.0 MILE TO A BOULEVARD ON THE RIGHT. TURN RIGHT ON KINSMAN BOULEVARD AND GO WEST FOR 0.25 MILE TO WRIGHT STREET. TURN RIGHT ON WRIGHT STREET AND GO NORTH FOR 0.45 MILE TO THE 0 METER POINT ON THE RIGHT AS DESCRIBED.

(WAUKESHA BELTWAY). TURN RIGHT AND GO WEST ON COUNTY ROAD A FOR 0.15 MILE TO THE 0 METER POINT ON THE LEFT AS DESCRIBED.

THE BASE LINE IS LOCATED IN WISCONSIN RAPIDS AT THE AIRPORT KNOWN AS ALEXANDER FIELD. IT IS LOCATED ON THE WEST SIDE OF THE AIRPORT PROPERTY BETWEEN THE NORTH-SOUTH RUNWAY AND THE WOODS.
THE 0 METER POINT IS ABOUT 400 FEET WEST OF THE NORTH-SOUTH RUNWAY, 100 FEET EAST OF THE EDGE OF THE WOODS AND EVEN WITH THE SOUTH END OF THE RUNWAY. IT IS LOCATED IN A MOWED GRASSY AREA WITH NO REFERENCE POINTS NEAR.
THE BASE LINE IS A NORTH-SOUTH LINE WITH THE 0 METER POINT ON THE SOUTH END. EACH MARK IS A PLAIN DISK WITH NO STAMPING ON THEM. THE DISKS ARE SET IN THE TOP OF ROUND CONCRETE MONUMENTS ABOUT 6 FEET BELOW THE GROUND AND PROJECTING ABOUT 6 INCHES. THE BASE LINE CONSISTS OF THE 0, 150, 657, AND 1314 METER POINTS. THE BASE LINE IS LOCATED ABOUT 2.8 KM (1.7 MI) NORTHEAST OF PORT EDWARDS AND 2.0 KM (1.2 MI) SOUTHWEST OF WISCONSIN RAPIDS AT THE ALEXANDER FIELD AIRPORT. THE BASE LINE RUNS ALONG AND IS APPROXIMATELY PARALLEL WITH THE WESTERN EDGE OF RUNWAY (2-20). **NOTE** THE AIRPORT MANAGER, MR. Suggested Procedures for using calibration base lines
The present configuration for calibration base lines has monuments located at 0m, 150m, 600m-800m and 1400m-1600m or perhaps somewhat longer or shorter in some instances. This type of base line setup provides six different distances for testing electronic distance measurement instruments (EDMI). For those cases where additional marks have been set, the number of different distances may be determined by the formula n(n-1)/2 where n is the number of monuments.
Except for those base lines established along a steep grade, the "Mark to Mark" distance furnished by the NGS may be used as given for comparison purposes, provided the heights of the instruments and reflectors/slave units above the mark do not differ by more than two feet (0.6m). A variance of two feet in the heights will introduce an error of one millimeter in the 0-150m section only. No other sections longer than 150m will be effected. However, if the user wishes to reduce the "Mark to Mark" published values to slope distances as measured, the reduction formula is as follows: D = D1 + (Hi-Hk) (Ci-Ck) /D1 where D = slope distance, D1 = Mark to Mark distance, (Hi-Hk) = difference in elevation between the Marks and (Ci-Ck) = the differences in the Heights of the instruments and reflectors. Hi and Ci refer to the instrument site and Hk and Ck to the reflector location. The signs of (Hi-Hk) and (Ci-Ck) must be taken into consideration. This formula will suffice where the differences in the heights of the instruments and reflectors above the marks do not exceed two feet in the 0-150m section, about three feet in the 150-600/800m section and about five feet in the 600/800-1400/1600m section. These permissible differences in heights refer only 'to the heights above the marks and not the difference in elevation. Where a base line is situated over a steep grade, special-tables and instructions will be provided.
Accessory equipment such as thermometers, barometers, or other such devices for measuring pressure if used, tribachs, power supply, etc., should be checked and where applicable against a standard.
Measuring Procedures:
1. Set up instruments and reflectors directly over the points to which the published measurements are referred. Care is necessary in this operation to assure not only that the instruments are centered, but in addition that the tripods are firmly set. Careless centering will, of course, defeat the entire purpose for using the base line. In general, there should be little difficulty in centering the equipment to one millimeter or less.
2. Although the instrument can be set up at any of the monuments, it is perhaps more orderly, if a minimum number of observations are to be made, to place the instrument over the "0m" mark and measure to each of the other monuments in turn. It is suggested as a minimum requirement that all distances from whichever point is selected be measured. For the regular four mark base line, three measurements would need to be made.
For a complete calibration test, measure all lines in every combination forward and backward This would involve 12 observations for the regular four mark base line. Most users, however, will develop a pattern to suit their needs, but it is highly recommended that the minimum number of measurements, as noted above, be made as a standard.
3. The number of observations over each section should follow the manufacturer's recommendations or as-determined by personal -experience or as suggested in various papers and texts. NGS will furnish information in this regard for specific instruments on request.
4. Sufficient meteorological data should be taken for each measurement. Although the temperature should be observed at each end of a line, in most instances observations at the instrument site will generally suffice.
5. Where the reduced measurements when compared with the published values, agree within the manufacturers stated accuracy, the instrument can be considered as being in good calibration. When this criteria is constantly exceeded, a second calibration test, if possible, under different atmospheric conditions should be made. If these measurements also fail to meet the tests the instrument constant should be verified using the 0-150m section measurements. Should a change be found, apply this change to all measurements. If this change does not bring the measurements within acceptable tolerances it is likely the instrument is neither malfunctioning or the procedures being employed are incorrect Prior to sending an instrument to the manufacturer for repair, a check should be made with the local surveying organization which holds the records of the base line to assure that previous observations by other users were satisfactory.

CONVERTING METERS TO FEET
There are actually two "feet" in existence in the United States. The foot as defined in bulletin 26 of the 1893 Mendenhall Order defined the foot as 1200/3973 meter which gives the relationship of one inch equal to 2.54000508 cm. Also one foot equal to .3048006096 meter, or one meter equal to 3.2808333 feet.
In 1959 Australia, Canada, New Zealand, South Africa, the United Kingdom, and the United States adopted the standard in which one inch equaled 2.54 cm and one foot equaled .3048 meters exactly.
In order to avoid extensive revisions to its charts the U.S. Coast and Geodetic Survey did not adopt the new 1959 foot. The Coast and Geodetic Survey continues to use the original foot and calls it the U.S. Survey Foot. It is noted that the difference between the two conversion factors produces only .01 foot or .003 meter in one mile..
