    GENERAL DESCRIPTION:
    This is responsible supervisory and/or specialized professional work within the Parks Division. The work is characterized by the exercise of independent judgment, initiative, discretion, and program development and administration under the direction of the Parks Planner.
     
    This position is responsible for:

    • land surveying in support of the Parks Division’s development projects and operations, including boundary surveying which requires registration as a Wisconsin Professional Land Surveyor;
    • maintaining Parks Division utility mapping, monitoring Parks Diggers Hotline tickets and forwarding tickets for locating/marking, and managing the locating service;
    • maintaining Parks Division land records (deeds, easements, restrictions, etc.);
    • general support of Parks Division construction project design, mapping, and inventories.

    EXAMPLES OF DUTIES AND RESPONSIBILITIES:
    Land Surveying
    • Perform existing conditions surveys in support of the planning section’s development projects, including establishing control, topography, general features, trees and vegetation, utilities, property boundaries, and other rights/restrictions.
    •  Submit Diggers Hotline tickets for marking of underground utilities and perform additional utility research and communication to best determine utility locations.
    • Perform necessary research to locate property boundaries and rights/restrictions. Typical projects are new playgrounds, courts, playfields, paths, driveways, parking lots, buildings, storm sewer, and storm water ponds.
    • Perform construction staking, or check other’s (contractor’s) staking, and check as-built positions as needed, for construction projects. Construction staking is typically a one-person job.
    • Perform as-built surveys after construction as needed, mostly for updating Parks utility maps.
    • Perform boundary surveys, which are primarily boundary retracement and encroachment identification, as well as creation of maps and legal descriptions for various rights and restrictions such as utility easements. Perform occasional ALTA-NSPS Land Title Surveys, subdivisions by Certified Survey Map, and perpetuation of Public Land Survey section corners.
    • Support and review surveys performed by others, such as contracted survey firms, when workload requires such surveys to be outsourced.
    • Use and maintain existing Parks Division surveying equipment and software to perform above tasks: Trimble S6 robotic total station (new 2007); Trimble R8s GNSS receiver (new 2019, GPS, GLONASS & Galileo capable, used on WISCORS network); Trimble TSC3 data collector with Windows Mobile & Trimble Access software version 2017.24 software (new 2018); Topcon RL-H5A tilting laser level (new 2021); Trimble Business Center software (version 5.60.2); old Trimble Geomatics Office software also available (last version 1.63). 
    • Maintain inventory of surveying equipment and software. Recommend and acquire new surveying equipment and software as needed.
    •  Use the city’s computer aided design and drafting (CADD) software, currently Autodesk AutoCAD Civil 3D, to complete above survey tasks, including automated drafting of points and lines from point codes, building surface models, generate construction staking data, and publish survey documents.  
    • Maintain survey data, drawings, and associated records in a consistent format, conforming to city standards where applicable, and file necessary reports.
    • Provide surveys and related documents to Parks staff. Respond to questions and provide related technical expertise.
    • Perform all work in a safe manner including use of required personal protective equipment (i.e. steel-toed shoes, high-visibility clothing, hard hat, eye and hearing protection, etc.) and installation and maintenance of required traffic control.
    • Provide back-up for surveyors in other city divisions when available and directed.
    Utility Maps and Utility Locating
    •  Maintain Parks Division utility maps, which are currently kept as individual AutoCAD files per park, harmonized to a standard template. Update and correct utility maps using surveys, construction plans and as-built drawings, and other research. Keep each map well organized and harmonized with template. Run periodic process to update map copy in GIS. Maintain citywide Parks “Service Area Map” of polygons where Parks has utilities.
    • Monitor Parks Diggers Hotline tickets.
    • Manage the Parks Diggers Hotline Account. Register with Diggers Hotline as a ProPortal user. Send updated Parks “Service Area Map” to Diggers Hotline when changes occur. Download ticket summary tables and maintain information in a spreadsheet for review and budgeting purposes.
    • Manage the locator who marks Parks utilities. Work with Parks financial staff to review invoices and maintain locator service. Parks currently contracts with private service Excel Underground for most utility marking.
    • Train other Parks planning staff on entire utility process generally, and specifically to perform the essential ticket monitoring and forwarding.
    • Maintain documentation of processes.
    Land Records
    • Maintain Parks Division land records (deeds, easements, restrictions, etc.). Documents are currently organized by park with a summary spreadsheet per park.
    • Work with Parks staff and other city divisions (Real Estate, Engineering, Assessor, Attorney) to provide and receive land records as needed.
    • Search Parks files and records of other agencies including the Dane County Register of Deeds to update Parks land records.
    Other Related Work
    • Review construction plans and provide input.
    • Assist with maintaining other Parks Division maps and records, including park maps, the citywide parkland inventory, and other asset inventories.
    • Assist with the maintenance of CADD software (Civil 3D) within Parks, and work with other divisions, led by Engineering, to maintain CADD standards, particularly survey-specific standards.
    • Maintain a daily record of time required for each project. Record required information on time sheets, including time allocations for each project.
    • Supervise employees who may occasionally assist with Parks Land Surveyor tasks. Provide training, direction, and feedback to assigned employees. Provide input to supervisor on hiring, firing, discipline and handling of employee grievances.
    • Perform other related work as required.
    MINIMUM QUALIFICATIONS:
    •  Associate Degree in land surveying, civil engineering, drafting, or a related field.  
    AND
    • Four (4) years of progressively responsible experience in the area of land surveying;
      • Which includes two (2) years as "chief-of-party" of a recognized survey crew, and/or responsibility for land records, and
      • Two (2) years of experience in the area of computer-aided drafting in the preparation and maintenance of maps and/or construction drawings;  
    -OR-
    • Bachelor’s degree in land surveying, civil engineering, drafting, or a related field.
    AND
    • Two (2) years of progressively responsible experience in the area of land surveying;
      •  Which includes two (2) years as "chief-of-party" of a recognized survey crew, and/or responsibility for land records, and
      •  Two (2) years of experience in the area of computer automated drafting in the preparation and maintenance of maps and/or construction drawings

    If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

    Four (4) years experience in applying the following:

    • Surveying principles, techniques, and legal requirements.
    • Computer software applicable to the duties of the position, including CADD.
    • The use, adjustment, and care of manual and computerized survey instruments.
    • Route surveying principles.
    • All facets of Public Works construction projects.

    Two (2) years experience in applying the following:

    • Principles and practices of engineering drawing and drafting, including computer-aided drafting.

    SPECIAL REQUIREMENTS:
    • Licensure as a Professional Land Surveyor by the State of Wisconsin at the time of application.
    • Valid Wisconsin Driver's License at time of interview.

    Physical Requirements:
    • Ability to work outdoors in all types of weather conditions, including adverse conditions.
    • Ability to traverse uneven terrain, including wooded, hilly, and/or underdeveloped areas, and construction sites.
    • Ability to lift and manage sewer access structure castings.
    • Ability to stand for long periods of time.
    • Ability to drive wood stakes in hard ground using an 8 pound maul.
